Retired General Noli Taliño is a graduate of Philippine Military Academy “Maharlika” Class of 1984.
He served the military and police for more than thirty-nine (39) years, and held the Director position in the following offices of the Philippine National Police (PNP): Provincial Director of La Union Police Provincial Office; Regional Director of Police Regional Office 7 in Central Visayas; Director of the Directorate for Human Resource and Doctrine Development; and Commander of the country’s elite unit, the Philippine National Police Special Action Force (PNP-SAF) until his retirement in 2019.
After General Taliño’s retirement, he took a brief break by devoting his time in taking care of the family’s farmland in Sta. Ignacia, Tarlac which is near to his hometown in Bayambang, Pangasinan.
In pursuit to harness the full potential of their family’s property, their commitment to contribute in improving the lives of the people of Sta. Ignacia, Tarlac, Gen. Noli Taliño made a pivotal decision to utilize their properties by engaging into renewable energy business that could help the community as well.
Mr. Hung Ju Sin (James) started his journey in the Philippines as an Instructor of Tae-Kwon-Do in the Philippine Military Academy (PMA) in 2007 to 2010.

The endeavor of developing power plants started during former President Gloria Macapagal-Arroyo Administration. Through his enthusiasm and calling, he pursued this lifelong advocacy in the field of Renewable Energy Development.
With years of experience in Renewable Energy (Solar) development by the Chairman, and with the resources and an ardent heart of an entrepreneur by the President, as if fate lead them to meet and reached a common ground,
both gentlemen agreed to form a remarkable partnership. STARSPC was formed.
